According to the rules and policy of this region, a permit is required from Jagat before you cross Sama Gaun. The cost of this permit depends upon

2. Manaslu Conservation Area Permits
After crossing the Sama Gau you need another permit from MCAP.
MCAP stands for the Manaslu Conservation Area which includes a major portion of the trek. MCAP permits are required for you to get entry to the Manaslu Conservation Area. It requires from Philim, where the Manaslu Conservation area starts.
3. Annapurna Conservation Area Permits
ACAP means the Annapurna Conservation Area which includes a major portion of the trek. ACAP permits are required for you to get entry to the Annapurna Conservation Area.
If you are planning to trek to Manaslu Circuit, you must obtain Annapurna Conservation Permits that consist of TIMS & ACAP permits. These permits cost in total 5000 NRS, which is less than $50 per person. It seems quite more. But according to the trekking days and the ways it is minimum and cheap rate.
However, a TIMS permit is not necessary for Nepalese people but ACAP is mandatory for all.

6. About Manaslu Mounatain
Mountain Manaslu lies in the west-central part of Nepal. It is the world’s Eight-highest mountain. It is also listed among the 14 peaks of the world which have more than 8000 meters in height. The name Manaslu comes from the Sanskrit word “Manasa” which means “Soul”. The current height of Manaslu Mountain is 8163 Meters above sea level. It lies in the Thoche, Dharapani, and Samagaun Village Development Committee of Manang and Gorkha districts in the Western Development Region of Nepal.
Manaslu was first summited on May 9, 1956, by Toshio Imanishi and Gyalzen Norbu, members of a Japanese expedition. That’s the reason the Manaslu is known as “Japanese Mountain”. Mountain Manaslu is the highest mountain in the Gorkha district.
